Kind of both? I try to keep to one layer but when I want to make drastic changes I would put a layer over it just in case it goes wrong. It it turns out right, I just merge it all down again :3

Of course it also depends on what I’m doing too- like if I’m prepping greyscale versions of my work for colour, I’d use different layers for that as well.
